Biometric attendance systems in Sri Lanka (2026): fingerprint, face and card

A biometric attendance system is a fingerprint, face or card terminal plus software that turns its punches into hours, overtime and no-pay under the Shop and Office Employees Act. Fingerprint terminals suit clean offices from about LKR 22,000; face terminals suit factories and wet-hand work from about LKR 56,000; card and mobile GPS suit sites with no fixed door. The device alone only stores punches — it does not calculate overtime, apply the Poya calendar or produce a payslip.

What counts as a biometric attendance system

A biometric attendance device reads a fingerprint, a face or an RFID card and stores the time. A biometric attendance system is that device plus software that compares each punch with the employee’s roster, works out late minutes, overtime and no-pay, and carries the result into payroll. Buying only the device leaves the second half — matching punches to shifts and rules — to be done by hand from a spreadsheet export.

The device is half the system: what the software has to do

Sri Lankan payroll runs on the Shop and Office Employees Act, and a device on its own does not know the Act. Under the Act, normal hours are 8 a day and 45 a week, and overtime is capped at 12 hours a week and paid at not less than 1.5× the hourly rate; for monthly-paid staff the hourly rate is the monthly salary ÷ 240 (Regulation 8) — see the Shop and Office Act guide and the leave entitlements guide, both reviewed 3 September 2026. Software has to apply the overtime rate, divisor and weekly cap you set to every punch, reconcile leave against absences, and load the year’s Poya and mercantile holiday calendar so a punch on a holiday pays the correct rate rather than a normal day. A device’s own bundled program typically only exports a spreadsheet of raw punches.

Record-keeping the law expects from an attendance system

The Shop and Office Employees Act requires employers to keep a record of hours actually worked each day, including overtime, and of holidays and leave taken, and the Commissioner of Labour may call for up to two years of these records. A biometric system that stores punches and the shift comparison against them keeps this record automatically, which is the main practical reason employers move off a paper register. Employee privacy and biometric data

Fingerprint and face data are personal data about an identifiable individual, and Sri Lanka has had a dedicated data protection law since the Personal Data Protection Act No. 9 of 2022. Biometric data of this kind is generally treated as a special category of personal data that needs extra care in how it is collected, stored and used. This guide is not a compliance opinion on the Act. Employers running a fingerprint or face attendance system should get their own legal advice on consent, retention and security obligations under the Act before rollout, and should tell staff in writing what is collected, why, and for how long it is kept.

A buying checklist for a biometric attendance system

  • Match capacity (enrolled fingerprints/faces and stored records) to your headcount with room to grow.
  • Choose TCP/IP or Wi-Fi connectivity if software will read the device live; USB-only devices need a manual log upload.
  • Confirm the device has SDK or API access so attendance software can pull the log without a person exporting it.
  • Ask whether your HR software already supports the exact model — see which ZKTeco and HikVision models Humanised connects to below.
  • Get the warranty length, whether it is carry-in, and local repair or a loan unit while yours is away.
  • Ask what happens to a punch when the network is down: does the device queue it, or is it lost.
  • Write down, before you buy, who will collect consent for biometric enrolment and how staff are told what is stored.
  • Confirm a second device at a second door or branch can join the same software.

How much does a complete biometric attendance system cost?

Buy the device from a retailer and the software as a subscription; nobody bundles both at one price. Which system suits which workplace

  • Office, clinic or agency under 50 staff: a fingerprint terminal such as the ZKTeco K14/K40 or Hikvision DS-K1A8503EF, plus attendance software.
  • Factory, kitchen or garment floor: a face terminal such as the ZKTeco MB360 or MB560-VL, since wet or worn fingers fail fingerprint sensors.
